The manufacture, commercialization and distribution of construction products are subject to mandatory and continuously evolving legislative provisions.
The main legal framework governing the European construction sector is the new
Regulation (EU) 2024/3110, which repeals Regulation (EU) No 305/2011. It introduces
harmonized conditions for the marketing of construction products and defines the
basic requirements for the declaration of performance in relation to essential characteristics and CE marking.
Its implementation is
progressive, in coordination with harmonized technical specifications, delegated acts and implementing acts.
Key dates
> 7 January 2025: entry into force of Regulation (EU) 2024/3110
> 8 January 2026: general date of application (subject to exceptions linked to harmonized technical specifications)
> Progressive application: the obligation for each product applies from
12 months after the publication of the relevant Harmonised Technical Specification in the Official Journal of the European Union (OJEU). For many product families, the actual transition to the new regime will take place progressively, depending on the publication and entry into application of the new harmonised technical specifications and the relevant EU acts.
