How to obtain the CE Marking
The procedure to follow to CE Mark your product varies from depending on the type of product itself and its intended use.

In general, the Manufacturer is required to carry out PTD - Product Type Determination and to implement a FPC - Factory Production Control on the product, in compliance with the Harmonized Standard of reference, in order to verify the technical performance to comply with the essential requirements set by the European Regulation.

Depending on the Assessment and Verification System of Constancy of Performance (AVCP), which is defined with five systems from 4 to 1+, depending on the impact that the product has in terms of safety for the Consumer / End User, once in operates, with respect to the essential requirements established by the Regulations, distinct Roles and Responsibilities of the Manufacturer and the Notified Body are envisaged. At the end of this process, the Manufacturer can CE Mark the product.
Obligations of the Manufacturer
The CE marking process of building materials sees the Manufacturer as the main actor.

First of all, CE mark your products means fulfilling a legal obligation, ensuring the compliance of the products with the European Regulation and allowing their free circulation on the market.
Procedures to be followed
The procedure that the Manufacturer must follow to CE mark his product varies according to the type of product itself and its intended use.

In general, the Manufacturer is required to:
  • perform PTD - Product Type Determination
  • implement FPC - Factory Production Control on the Product
  • in compliance with the Harmonized Standard of reference, in order to verify the technical performance such as to comply with the essential requirements set by the European Regulation:
    1. Mechanical resistance and stability
    2. Safety in case of fire
    3. Hygiene, health and environment
    4. Safety and accessibility in use
    5. Protection against noise
    6. Energy saving and thermal insulation
    7. Sustainable use of natural resources
    Role of the Manufacturer and of the Notified Body
    On the basis of the impact that the product, once installed, has on the Consumer / End User in terms of safety, the harmonized reference standard (Annex ZA) defines the AVCP - Assessment and Verification of Constancy of Performance, which can be declined in five different systems, from 4 to 1+.

    Each AVCP states distinct Roles and Responsibilities for the Manufacturer and for the Notified Body.

    The use of a Notified Body ensures the Manufacturer the guarantee of a third party evaluation of the production process and product conformity.

    At the end of this process, the Manufacturer can CE Mark the product.

    Below is a summary of the roles and responsibilities of the Manufacturer and the Notified Body according to the Assessment and Verification of Constancy of Performance - AVCP - system envisaged for the product:

    The Notified Test Laboratory carries out the Product Type Determination on the basis of type tests, type calculations, tabulated values or descriptive product documentation (sampling at Manufacturer's responsibility)

    • Additional tests on samples taken from the factory in accordance with the prescribed test plan
    The Notified Body issues the certificate of conformity of the factory production control on the basis of the following elements: (i) Initial inspection of the production establishment and of the factory production control; (ii) Ongoing surveillance, assessment and verification of the factory production control
    Declaration of Performance (DoP) + Certificate of conformity of the factory production control

    • Factory Production Control;
    • Additional tests on samples taken from the factory in accordance with the prescribed test plan.
    The Notified Body issues the certificate of constancy of performance of the product on the basis of the following elements: (i) Product Type Determination; (ii) Initial inspection of the production establishment and of the factory production control; (iii) Ongoing surveillance, assessment and verification of the factory production control

    • Factory Production Control;
    • Additional tests on samples taken from the factory in accordance with the prescribed test plan
    The Notified Body issues the certificate of constancy of performance of the product on the basis of the following elements: (i) Product-type Determination; (ii) Initial inspection of the manufacturing establishment and of the factory production control; (iii) Monitoring, evaluation and continuous verification of the factory production control; (iv) Control tests of samples taken at the Manufacturer's establishment or warehouses
    Declaration of Performance (DoP) + Certificate of constancy of product performance
    Responsibility that the Manufacturer takes when affixing the CE Mark
    By affixing the CE mark, the Manufacturer assumes a double responsibility:
  • Conformity of the construction product with the Declaration of Performance (DoP);
  • Compliance with all essential requirements provided by the CPR, applicable on the basis of the specific Harmonized Reference Standard.
  • Effective date of obligation
    The obligatory date varies for each product to which a specific harmonized standard corresponds. From the moment of publication of the Harmonized Standard in the OJEU - Official Journal of the European Union - be it a first publication or a revision of previously harmonized standards, the coexistence period begins (3 months, 1 year or 2 depending on the case), during which the assessment of the requirements pursuant to the Harmonized Standard and the affixing of the CE Mark are voluntary or regulated by the previous version, if any.
